Lawmakers have a hand in allocating funding, passing laws on school choice, shaping basic curriculum and more. In calculating the Best States for education, U.S. News considered a range of metrics, including the percentage of the population that is college educated – with an associate degree or higher – and average undergraduate tuition and fees for in-state students at public institutions.
The Eastern Seaboard stands out in the ranking, claiming a number of the top spots. The ranking was determined by performance in pre-K - 12 and higher education – though some of the top-ranked states excelled more in one subcategory than the other.

10. North Dakota
College educated: 43.2 percent
