U.N. at war? The former Yugoslavia may be the first foreign policy crisis to land on the Oval Office desk of Bill Clinton. Senior Western diplomats in Croatia fear "the inevitability" of military conflict in Bosnia between Serbian invaders and the mushrooming force of 7,000 United Nations peacekeepers--including a smattering of American personnel. "The situation is about to enter a new phase," says one source. "There are many areas of Bosnia where the Serbs are not going to let the U.N. go in." The United States has already sent a military field hospital to Croatia, and a dozen U.S. Army observers have joined the staff of the French general commanding the U.N. force in Sarajevo.

Perot Inc. Ross Perot and top-level volunteers from his campaign network, United We Stand, America, met in Dallas last weekend to plot strategy. There are strong indications that the conferees agreed in advance that UWSA should not be converted into a political party--at least not yet. Instead, with Perot's blessing, the group is likely to incorporate as a not-for-profit organization with separate state chapters. It would then launch a recruiting blitz aimed at this year's 19 million Perot voters. If the drive is successful, more consideration would be given to setting up as a third party.
