On July 31 Fidel Castro temporarily relinquished presidential powers to his brother Raul. According to a letter read live on television by Castro’s secretary, Carlos Valenciaga, the Cuban leader underwent surgery after suffering intestinal bleeding, apparently due to stress from recent public appearances in Argentina and Cuba.
