An increasing number of civilian patrol groups have formed along the border between the United States and Mexico. Their mission, as they see it, is to protect the area from the rising tide of illegal immigrants who, they say, not only overtax hospitals and schools but overrun ranches, breaking fences and leaving trash. Each group has a different emphasis; Civil Homeland Defense patrols the border on foot, American Border Patrol develops surveillance technology, and Ranch Rescue works to protect private property. All agree on one thing: Uncle Sam just isn't doing his job.
