The Dec. 13, 1999, issue of U.S.News & World Report wrote, "Opponents of the World Trade Organization had every reason to be pleased. An improbable alliance of 30,000 union members, environmentalists, and religious activists marched peacefully down the streets of Seattle to protest WTO policies . . . Seattle police, criticized for failing to keep order, broke out tear gas and enforced a 46-block no-protest zone around the convention centerand they began arresting people for offenses as minor as carrying protest placards."
