The second inauguration of President Reagan and Vice President George H. W. Bush inside the Capitol on Jan. 21, 1985. The event was held in the Capitol because of the coldest weather in Inauguration Day history. In the Jan. 28, 1985, issue, U.S. News examines the challenges that Reagan will face in his second term. "The White House knows it must move fast to capitalize on a mandate that saw Reagan claim 59 percent of the popular vote in November. One reason for the haste: With the terms of 22 GOP senators expiring next year, lawmakers are expected to be increasingly inclined to break ranks with a President who is not eligible to run again."
