On Nov. 1, 1973, federal officials launched an emergency fuel-oil allocation system. Its goal was to distribute petroleum products evenly to distributors around the country. In the Nov. 12, 1973, issue, U.S.News & World Report quoted Raymond C. Barget, president of the Michigan LP-Gas Association, as saying, "The allocation program is fairsomebody's got to get left in the cold. But as it looks now, there's going to be a lot of people going cold this winter because we're all in the same boat. We're all out of gas. We'll just have to learn to use coal more effectively to conserve fuel." U.S. officials also drew up a plan for gasoline rationing by coupons for individuals, in case the shortage grew worse.
