According to the Feb. 28, 1972, issue of U.S.News & World Report, "Publicly, the President's specific aims were both modest and cautious. As he left Washington on February 17, Mr. Nixon said that 'what we must do is to find a way to see that we can have differences without being enemies in war.' "
