Arkansas's Gov. Orval Faubus joined with local white activists to block nine black students, known as the Little Rock Nine, who had been admitted to Little Rock's Central High School. This interference erupted in a frenzy of violence and protests, which eventually led President Eisenhower to call in federal troops. In a May 30, 1958 article reflecting on the incidents in Little Rock, U.S. News & World Report quoted a school board petition as saying, "The exisiting pupil unrest, teacher unrest and parent unrest . . . make it difficult for the district to maintain a satisfactory educational program."
