Savi's technology is being used in prototypes of secure shipping containers, which could be widely adopted by business. Officials plan to embed radio frequency identification tags--Savi's specialty--in U.S. passports.

ADM. JAMES LOY

Former title Deputy secretary of DHS, October 2003-March 2005; assistant secretary, Transportation Security Administration, July 2002- October 2003

Current affiliation: Senior counselor, the Cohen Group

Cohen Group employees have registered as lobbyists for DHS contractors Lockheed Martin and Oracle and for Kroll Inc., a company that has received TSA contracts.

ASA HUTCHINSON

Former title Under secretary, border and transportation security, DHS, January 2003-March 2005

Current affiliation: Chair, homeland security practice, Venable LLP; board member, Saflink Corp., a biometrics company

Saflink hopes to play a role in Registered Traveler, which allows frequent fliers to speed through security. Venable's lawyers have registered as lobbyists for Lockheed Martin.

Current affiliation Vice chairman, Digital Fusion Inc.

Digital Fusion has received millions in Defense Department contracts and hopes to play a role in providing technical support for unmanned aerial vehicles and ground sensors for use at U.S. borders.

Former title Assistant secretary, border and transportation security policy and planning, DHS, June 2003-March 2005

Current affiliation Principal, Mehlman Vogel Castagnetti Inc., a lobbying firm

Firm has registered to lobby for IBM and Hewlett-Packard. The president's FY 2006 budget requests $5.96 billion in IT investment for DHS--some of which will go to U.S. Visit, a program Verdery helped oversee.

CAROL DIBATTISTE

Former title Deputy administrator, TSA, July 2004-April 2005

Current affiliation Chief credentialing, compliance, and privacy officer, ChoicePoint

The company is involved in a pilot of a version of the Registered Traveler program in Orlando and is a chief subcontractor on a $475,000 contract testing the use of commercial data in TSA's SecureFlight program, the new passenger watch list.
