The war over warming

Clearly global warming will be a great problem in the future, and the problems have started already. But no resolution done at any particular time will have much climatic effect in the next few years. It's not the carbon dioxide added this year that causes the warming; it's the carbon dioxide in the atmosphere. So politicians don't see any benefit to them of preventing disasters that threaten after the next election. Certainly, President Bush, who blithely borrows money repayable in 20 years as if it will never come due, isn't going to worry about global warming making Florida disappear in the 21st century.
