s this is deniable as per the constituion of american law how the NASA can spend that much of money unnecessary

I billion on the meeting; 1 billion for management, 1 billion on documentation; 1 billion for material, and another billion for the engineer who is doing the work.

The excuse of "Well we've already spent this amount of money on the project, we can't stop now." is the FIRST indication that a project needs to be terminated. And once properly stopped, only then can you have a meeting where you lay out "This is the amount of money we have to work with, and these are the things we want to do. How many of these things can we put on this gadget before we run out of money?"

Between project bloat and feature creep, this project needs to be staked and buried, so that a new, smaller, better run project can be raised from the ashes. And we might even see photos back from it before our grandchildren retire.
