Giving the complexity of the task that computers could perform with the right software and hardware, I believe that creating a computer with greater cognition would be a very good idea, but it would definitely change the face of the computer age while giving that we in a dire need of computer upgrade, the creators of this instrument of society, would probably need to analyze the complete project and aim it towards the right goal. One false mistake of giving or misinterpreting the facts at hand that this cognition computer ability is a right thing for the modern age would probably have different effects towards computers that run by there self.

I think we are a long way off from developing conscious machines, machines with a sense of self, emotions, thoughts, internal meanings, etc.. This is going to require many feedback loops of information, like in our neural networks. Without this feedback, there can be no sense of self, learning, or personal evolution. It's a very interesting topic that I hope to follow more closely.
