Is Russia Falling Behind in Space Race?

Russians need to get up at restart thire own space program with a new vision.
If they set thir mind to it they can achive anything..they have proven this in past.
My dream is that russains leading the space race once again.

The Russian space program does indeed need a vision to keep itself alive and differentiated from others. Cooperation with Western programs is fine, but in any cooperation Russia is bound to be treated like a junior partner, due to its lack of funds and outmoded technology. It doesn't really matter what vision is, as long as they have the political will to stick to it all the way. How about a space elevator? A permanent base on the Moon? Robotic missions to Europa? There are so many possibilities other than the stereotypical manned mission to Mars.
