Cold Ocean Water to be Turned Into A/C

This article really struck a nerve with me. Whenever I hear about projects such as this, I am amazed. We are pumping cold seawater from 5 miles away to cool buildings. I am certain that the Environmental Impact Statement (EIS) does address the effects of removing cold water from the bottom of the ocean and returning it to the warmer "layer" of the ocean - right? Additionally, anyone with a moderate education will understand that there is no such thing as free energy. Who is the losing member of this energy budget? I am certain that it is not us. The EIS for this project was submitted August 2007.
