New Appliances Smarter About Electricity Use

I am all for reducing electric consumption, but I am not sure of the real benefit to the consumer. The Power company will gain by lowing their cost during peak times, but it is unlikely that these savings will be passed down to the consumer. It sounds like these smart appliances will only work with a new installed meter. Is there a cost involved from the power company to install these meters?. If we do not have a special meter will we not see the consumption benefits, but will be forced to purchasing appliances at a 10% higher cost. At the end of the month if I used 600kw's of power, the power company will charge me one fee based on their cost regardless if I used the 600kw during peak or off peak. Other than the consumers reduction in overall consumption, I would like to see something that has a better incentive that rewards those consumers who actively works towards energy efficiency. I may be doing my part but will have to bear the cost from other who don't. Until then the power company and appliance Mfg's have more money in their pockets.
