The US could mitigate some of the potential damage by changing the packging ALL vulnerable electonics and components are packaged in. Using packaging such as Intercept Technology packaging, which has a semi-conductive resin that dissipates ESD energy, can help protect the parts and spare equipment during such an attack. Too often electronics are packaged in non-ESD protective material. A reactive barrier resin packaging protects the components from not just from stray electricity but also corrosive environmental gases, so its a double benefit, and often at an overall lower cost than currently used. The more readily availabe spare parts, computers, and electonics containing hardware are, the faster we are up and running.
