Abstract: The potential for war in South China Sea is rising. Time is not on China's side. China should be a leader in regional cooperation and development in order to better compete against Western oil companies. At the same time, we should not hesitate to militarily deter those who violate our territorial sovereignty. Don't worry about small scale wars. That's the best way to avoid large wars.

I believe the United State pursued a policy similar to the one Freeman is said to advocate: expecting weaker allies surrounding a growing state to contain an emerging world power. It did not work in Europe in the 1930s and it will not work here.

There will be no substitute for American boots on the ground in allied states surrounding China in the next 20 years. The second China begins exerting its military might in Asia, Mearsheimer's view will become the dominant view. In the mean time it's fun to thing of Vietnam and Pakistan as capable of containing China.
