Mr. Bessmer, your attention to small details is amazing and I'm sure you're terrific at Trivial Pursuit. The problem is that you have what people in high IQ societies like to call a "garbage trap mind". People with garbage trap minds aren't typically capable of deep thought.

Mr. Schlesinger, if you insist on blogging about technical issues, perhaps a course in remedial computer science may be appropriate. An encrypted file is not "activated" by the act of decryption. There are no executable instructions contained in the cipher itself, and (any reasonable) decryption program does not contain an interpreting engine to execute them, were they to exist. Therefore, your insinuation that, among his other flaws, Julian Assange is also a spammer/virus distributor is indicative of nothing save your own ignorance. The astute reader, however, will long have become aware of that fact given the rest of your comments.
