You compare the old ways. Pelosi explained obamacare once it passed. Remember ? I don’t. When Republicans agreed among themselves to no more pork, they had to ask pork in upcoming bills, already in, be removed.

This is a new year a coming. Those not following, will be voted out. Hopefully will be true even in very liberal areas. Or conservative areas as far as that goes.

These look good, but as always, execution will tell the tale. With respect to floor operations, any and all of these rules can be set aside by a simple majority of the House when it adopts the Rule for consideration of a non-conforming bill.

For example, suppose the Speaker wants an immediate vote on a bill that has not lain before the House for the stipulated three days. The House, by majority vote, can adopt a Rule waiving the point of order against premature consideration. Presto! Consideration and passage of the bill is in order.

After all, we have had rules about most of this stuff for years. Under Pelosi (and even under Boehner the first time) the problem has been a failure to abide by the rules.

This time, the new members are going to have to be willing to stand up and say NO when the temptation to say YES is placed before them.
