My old mess sergeant kept a big sign over the serving line that read, "Take all you want, eat all you take".

Stevens seemed to have always taken all he wanted (people's and lobbyists money), and spent all he took (people's and lobbyists money).

He played the game well. His only mistake was getting caught.
