When a Nation finds itself living in a civilized non threatening world... it will discover it is less costly and safer yet to reduce arms, and decommission nuclear weapons.
But there are sociopathic leaders and nations that insist on having "Nuclear Superiority" and "Conventional Superiority" way beyond their defensive deterrent needs. They seek to FORCE other nations to disarm and prohibit Mutual Nuclear Deterrence. They destabilize, disrupt, civilized peace and social security all over the world. causing other nations to seek a nuclear deterrent and advanced weapon systems.
MND. Mutual Nuclear Deterrence -NOT MAD- also known as Civil Deterrence, Civilized Deterrence, Civilizing Deterrence leads to eventual VOLUNTARY arms reductions and nuclear disarmament.
Obama has it 100% correct... and natural born sociopaths hate him for it!

No nation wants Nukes except to deter sociopathic belligerent governments from attacking.
No nation needs Nukes except to deter sociopathic belligerent governments from attacking.
Deterrence; inaction caused by the perception of danger.
MAD. Mutual Assured Destruction the end game of all out nuclear war. -a clever acronym, purposely used to mislead the public and congress. MAD is social insanity at its worse.
MND. Mutual Nuclear Deterrence also known as Civil Deterrence, Does it's thing before any wars get started.
MND makes both venues unsafe for war.
MND civilizes enemy governments toward each other.
China and the US, Russia and the US, Pakistan and India enjoy the civilized peace and security that only Mutual Nuclear Deterrence can provide.
MND leads to fewer Nukes in the world.
MND leads to reductions in Military Budgets.
MND leads to voluntary arms reductions.
MND leads to voluntary nuclear disarmament.
MAD does just the opposite.
ABM systems, -Nuclear missile shields- destabilizes Civilized Deterrence and leads to Russia building the Satan Missile, and China doubling its military spending.
The bigger problem is that The US and Israel, have no means, no interest in keeping the 1 of 25 people who are genetically determined -natural born- sociopaths out of government, out of politics, off the air, out of the media, and out of International Nuclear Politics.
