To James Donaldson: the US absolutely allows the well off, or anyone else, a way to donate to reduce the national debt. Go to Treasury Direct's website and follow the link. This has been in place for many years.
Better yet, why don't the well off lobby Congress to:
1) tax investment income exactly the same as self employment income.
2) fund the IRS to eliminate tax fraud, which equals the deficit in most years.
3) fully revive estate and gift taxes in memory of our Founders, who feared that, after all their sacrifice, the USA would degenerate into a plutocracy.

I have to notice that while many well off tax payers are fully in favor of reducing the deficit NOW, the US allows them no way to do it. What if the IRS inspired taxpayers who could afford it, (and who now spend the year saying there is no where to get yield in bonds,) to pre-pay their whole year of income tax, (or whatever tax,) and receive a discount below the 30 year bond rate the US has to pay anyway. Legislate a reduced number of 30 year bonds sold in equal dollars, (thirty years at 3% is nearly a savings of half right there.) Apply the funds directly to the deficit, period. Even if Congress is out of control, it's a net 1.5 % savings on trillions and probably much more.
