Does Washington deserve to be hated?

No, I don't think it deserves to be hated. Washington is an iconic city. Tourists come here, and Hollywood comes here. People are fascinated by it. I live in Washington, and I love being able to raise my kids amidst all this history. The system, though, has become not only broken, but also I think it has become very perverse, and I'm trying to not so much stoke revulsion, but just to bring to life a culture in its full and sordid splendor. It will probably result in a range of reactions, and perhaps hate will be one of them. But no, I don't think anyone should hate Washington.
