In sum, Iran is rapidly gaining new naval capabilities, amassing an arsenal of sophisticated anti-ship missiles, expanding its fleet of fast-attack boats and submarines, and pushing their maritime influence beyond the Persian Gulf. In light of the foregoing record of Tehran's maritime intentions and expanding capabilities, it behooves the United States and its allies to continue to be guided by President John F. Kennedy's wise lesson: "Control of the seas means security ... [and] victory."
