Is there a strategy that the campaigns should be using?

More campaigns can be using these experiments. Campaign managers and strategists are always very wary of doing the basic things that go into an experiment, which is taking out voters for a control group. They're always afraid that however many hundreds of thousands of voters they have to take out to make a test work will be the margin of loss and they'll be blamed in the end.
