President Obama's Race to the Top plan for school reform comes after a long line of failed attempts to improve the nation's education system. The plan, which the president hopes will raise the standards of education across the nation, will reward teachers whose students succeed and replace poor-performing schools with charter schools. According to an article by U.S. News & World Report's Kim Clark , parents, teachers and education policy experts worry about the effectiveness of the initiative, especially given the politics surrounding education and the rough economic situation schools are facing all over the country.
