In a country like Afghanistan, bringing good governance is a very tough task, but if there is a strong political will and if Mr.Karzai selects qulaified people for his cabinet and also appoint Qualified people for higher posiotions like the chirpersons of the Independent Offices and Commissions, then he will be able to bring good governance to a reasonable extent in Afghanistan.

To achieve this, The new Afghan government shall do its best to implement the Sub-National Governance Policy which has been developped basd on Good Governance Principles.

In a country with very little experience in the rule of law, corruption is a way of life; those in power use that power to the full extent of their ability. Quite likely there are many in the Afghan government who don't even understand what we are talking about; why ascend to power if you can't use it? If change comes, it will take generations.
