Ronald Regan and Tip O'Neil opened up the "trust fund" so that the government could borrow money out of the "fund" to pay for the Star Wars program. The money was paid back with Govt. Bonds.

Especially when it comes to The Gipper, Repubs have selective memory. RR raised taxes on Social Security first. Clinton saw his raise and raised again.

Reagan introduced taxes on up to 50 percent of SS benefits. Clinton raised it to a maximum of 85 percent.
