The Senate this week has started debating legislation aimed at dealing with climate change. In part, it would cap carbon dioxide emissions but allow companies to trade emissions allowances among themselves. Critics worry that the threat of global warming is overblown, while environmental advocates and others say that we need to move quickly to stem the problem.
