When Do Online Attacks Cross the Line Into Cyberwar?

The rising number of cyberattacks prompts calls from a commission to define the threat more clearly

The international community urgently needs to establish legal norms when it comes to computer and online crimes to help define and deter a problem that is escalating in severity, cyber security experts say.

A bipartisan commission examining the nation ' s cybersecurity infrastructure concluded this week that the next president needs to clearly articulate the value of the nation ' s cyber d omain . Of course, many groups are already looking at the issue, from NATO, which is focused on military applications, and the Department of Homeland Security to the European Union.

But the commission urged action from the White House directly. " The president should state as a fundamental principle that cyberspace is a vital asset for the nation and that the United States will protect it using all instruments of national power, in order to ensure national security, public safety, economic prosp erity, and the delivery of critical services to the American public. "

Of course, just the act of codifying cyberattacks, cybercrimes, or cyberwar would do little to physically prevent them from happening , says Jonathan Zittrain, a law professor at Harvard University and author of The Future of the Internet and How to Stop It. But it could have a deterrent effect, establishing a legal basis for punishing states that sponsor such incidents.

Two years ago, military officials reported that China had downloaded between 10 and 20 terabytes of information from Pentagon computers — a volume of data equivalent to twice the number of printed pages in the Library of Congress. The Chinese government has routinely denied all allegations of espionage , and P entagon officials aren ' t saying if they believed the Chinese government or simply hackers based in or routed through China were responsible.

In many countries, breaking into a computer network and copying files is no different from physically stealing paper documents from an office desk. But c ould such cyberattacks be consider ed an act of war, equivalent to attacking a pair of destroyers off the coast of Asia or striking a group of battle s hips at anchor in Hawaii ?

The U.S. military , meanwhile , lacks a formal doctrine on offensive military operations in cyberspace, although the Bush administration is " racing " to finalize such a policy before it leaves office, says one person familiar with the White House ' s work on the issue.

In the past few years, there has been a flood of attacks against U.S. computer assets, including classified and unclassified military networks and business and commerce sites, not to mention personal computers. Coordinated cyberattacks against Georgia , which coincided with Russian military action, and Estonia have raised even more concerns about what role cyberattacks could play in future conflicts.

Online assaults have also been mounted against America ' s enemies, including al Qaeda. For days before the anniversary of the 9 / 11 attacks this year, coordinated attacks were carried out against several websites known for posting messages from al Qaeda ' s leadership. Al Qaeda ' s anniversary message did eventually make its way onto the N et , but only days later.

No one claimed responsibility for the al Qaeda site attacks, and they could have simply been the work of vigilante computer experts, hackers, or other players entirely.

That's another vexing aspect of cyberattacks—they are often conducted across multiple national borders, making it very difficult to affix blame. For instance, some of the computers used (unwittingly) in the cyberattacks against Georgia were based in the United States, among other places, computer security experts say.

After 2 days of reading a seemingly endless thread on the "bullshido" website/blog regarding a "Richard Guerra", I sit here truly disgusted. All I wanted to do was to simply "google" the guy to see if there was any information about his skills. THat said, I sincerely hope someone sues all parties envolved with the "bullshido" website/blog due to character defimation. If not for being the naturally curious individual that I am, I would've given up my search for info after reading the first link I found about RIchard. THis link pulled up a website that delt blows, jabs, smearing and every other character defimation tactic I've seen since the last time I logged on to YouTube to view Kanye West's "Monster" video.

After reading the military report which interestigly enough, had an obviously biased "feel" to it. (The author seemed to be investigating, presenting & interpreting information for the sole purpose of discreditation, instead of a mere reporting of facts.) Not being an associate,student or relative of Guerra, I personally felt offended. More specifically, my intelligence. It is a WELL-KNOWN fact that military data provided is often sanitized & conceled for their purposes and agendas.Of course, you could say that I too am crazy, or you could just start researching old, sanitized CIA docs on LSD or MK-Ultra research that weren't released until they felt good and ready.

This said, I do not often accept the "evidence" provided by our media OR military & am insulted that not only did the author of the report, provide biased information, but they presented it for no other reason than to harm/hurt the reputation of another person! "He without sin..." I say! Thank goodness I don't believe everything I read in the newspaper or what I see on the news and I weep for the average AMerican who does. After doing my own investigating (from watching Richard's youtube videos) & comparing it with his own personal statements, I will say this... As with many old people, I saw eccentricities & inconsistencies. However, I challenge you to bring me the name of any old genius, oddman or master of his art who does not exaggerate. My own mother exaggerates but she is one of the best/greatest living artists/sculpturer that is around and if you do not know this about people who are obssessed with their craft, then you are unfortunate to have such a limited amount of experience.

And to "bullshido", I say SHAME, SHAME, SHAME on the time, energy and money you have wasted on defaming someones' professional reputation. I say this though...better him than me. For if it were me, I would have done a ritual to make your skin blister, hair fall out and your testicles shrivle into pathetic raisins but seeing your YEARS of relentlessly shaming yourself by negativly transferring your energy to harm someone else's repuation, you are probably already experiencing this. And that's just too bad.

Poorly written Internet laws produced a hospitable environment for those who wish to engage in a new form of terrorism - cyber warfare for political, financial or psychological gain (i.e. filling an insatiable ego, catering to delusions of grandeur, a sense of revenge, elitism, etc.).

Mr. Hardin and others whimsically declaring my claims are in need of being “backed up” when they already are and this is a matter of public record, certainly indicates he is either an example of a cyber terrorist hard at work or is out of touch with reality. I leave it to you to decide.

I am identified by US Navy (on pg .10) as a source contributor to US Navy SEAL SpecWar manual K431-0097 and my authentic DD214 (not the standard FOIA front file) documents my service as an Intelligence Specialist. This is accompanied by court testimony made under penalty of perjury by congressional expert witnesses on intelligence affairs, like Lt. Commander, Alexander Martin, USN. Numerous highly respected sport regulated bodies and martial art magazines proclaim my world records and titles. Several of world records are made visible thanks to news video capturing them as they are occurring, that end up posted on the Internet.

Contrary to the representations being made Hock’s forum is directly linked to bullshido, the pownetwork, e-budo, etc. These are notorious websites, well known for being deceptive. They financially benefit from the manufacture of controversy and thus, visibly work in tandem with each other to lend an appearance of credibility when none should exist.

Further, Mr. Hardin is a self-proclaimed investigator of pownetwork, bullshido and appears regularly on Hocks, who is made equally infamous by way of Hock trade libeling his competitors. He often accomplishes this by his website forum attributing to them statements they never made by which to hold them up to ridicule.

It is typical of Hardin to mislead others by not telling the whole truth. It is what he doesn’t say that reveals he is a deceptive person. For instance, I only participated on Hock’s forum to show Hock up for the liar he was by my cut and pasting what is really being represented on a source, which Hock represented he was quoting from. He did this to lend credence to his damaging representation I made inconsistent statements with regards to my background when this is a falsehood.

Inconsistency is a thematic lie others spread to injure me.

Of course, like most cowards and liars when caught in a lie, Hock and his cohorts had to scramble to conceal his misrepresentations. They did this by having deleted my words and the evidence and staged a false impression I was ducking his and his cohorts questions. They did this to explain away my sudden presence and then disappearance.

Ironically, the fraud that Mr. Hardin accuses and sees in others and myself has been exposed as being what he is guilty of. This resulted in his being banned by bullshido.net.

The mysterious "PD" acts as if no one can prove anything outside of a courtroom. Why, then, does investigative journalism exist? The Watergate incident would be lost to history, if not for reporters who sought out the truth and published it.

If, as you suggest, Bullshido is under Samuel Browning's control, you should note that Hock's Combat Forum isn't. Yet Frank Dux ran away when we were ready to meet him on even ground. Instead, "PD" would have us go to Frank's sites, which are more objective...how, exactly?

Cut the crap, Frank. Back your claims or own up.
