Part of the solution to cuts is to let the states take more responsibility for their own budget and get so many all-encompassing initiatives out of the federal budget.

It's also important that conservatives fearlessly articulate why they're cutting what they are so they're not continually open to how heartless they are.

Much of this is well-presented in Gut Feeling. It's a book that explains who conservatives believe what they do.
