The article you cite (from 2002) states that Israel receives 3 billion a year in direct aid. Other aid take the form of loan guarantees. A loan guarantee is not the same as direct aid. Loan guarantees only becomes aid when if an when the client defaults. Israel has never defaulted on a loan or missed a payment. The article you cite actually verifies the reality of direct aid versus loan guarantees.
Further, unlike other recipients of US foreign aid, Israel spends virtually all of the aid she receives here in the US. That translates to tens of thousands of jobs here in the US.Congress approves those aid packages because they know Israel will recycle the money back into our economy.
Since we're talking about money, consider this: After Canada, Israel has the largest number of high tech companies on NASDAQ. American investors, including pension funds over the last few decades, have made trillions of dollars trading in those companies.That number of course is misleading_ American companies by the thousands have integrated Israeli technology and research into their own endeavors, increasing the amount of income to American shareholders and to the US Treasury by way of taxes paid.
The examples are legion.The benefits of the US-Israel relationship are staggering.

Somebody should do their math again because there is no way in hell that the US has given only 34 bil to Israel.
According to the Christian Science Monitor, the cost of Israel to the American taxpayer has been over $1.6 TRILLION since 1973.
