CHICAGO (AP) — Chicago Mayor Rahm Emanuel faces a sticky situation as he decides who will fill the seat of a longtime City Council member who's talking up his daughter as his replacement.

The last time Chicago Alderman Dick Mell helped a relative climb Illinois' political ladder, his son-in-law Rod Blagojevich became governor and was sent to prison.

Emanuel touts his efforts to change the way business has always been done at City Hall, by hiring based on merits not by who's related to whom and who's owed a favor.

But what if state Rep. Deborah Mell happens to be the most qualified candidate?

Emanuel says she isn't guaranteed the job because of her last name, and she won't be excluded because of it either.
