Use it or lose it vs. competition.

Eventually the highway systems can be privatized. Companies buying up the highway networks in individual States and competing with other similar companies for contracts with the State legislatures.

Studies have shown consistantly that privately run enterprises are approximately twice as efficient and cost effective compared to public enterprises that give equal 'service'.

Government should [according to common sense] do the several functions outlined in our Constitution, the Federal Government especially with strictly limited and very specific functions. State Government is more flexable in authority, But efficiency and cost effectivness eventually will tempt us to make our highways private.

When government provides a service, the prevailing mentality is to use whatever funds are Available or those won't be made available next year etc. [use it or lose it] When private companies provide service, cost cutting is always the goal [competition]... and the lower costs are shared out to the consumer.
