Dopler radar:

Think: the upper radii of the roads of a motorcycle have a Dopler speed of 170 mph when the biker has a speed of only 85 mph!

The biker itself make no radar echo.

The metallic radii, making the radar echoes, have speed (relative to road) going linear from 0 mph (lowest radii) to 85 mph (center) to 170 mph (upper radii).

The Doppler radar search the highest value and find 170 mph, despite the biker is only at 85 mph!
