The first thing I thought on this was, what a lame 20 years ago target for car mileage. My car of the 1980s+ was doing this, and now my car does 55-60mpg and its not even the so called green model. As for the reduced demand figure ( reduce oil consumption by 1.8 billion barrels) does this take in to place the increase in demand due to population increase over this time? There is no point swallowing up the efficiency saving of fuel with with an increased number of cars on the road.
