Many Wildlife conservation groups use cameras mounted to a tree or other object to snap a photo. Maybe information could be gathered this way and enhance Satellite photos. Supplies of some type must come into the area. Start tracking supplies via a Satellite mark. Does he not have a favorite food or items that he uses. He must have a buying pattern of certain products that could be tracked. If the government in the area started a large construction project in the center of this zone would it not flush these people out in time. What is billon dollars for a project if it catches him. The project could be geared to help make life better for the people in the area, this would undermine him.
