The biggest change ever to hit NASCAR—how it rewards race points—is getting the green flag in Congress. The Senate’s Mr. NASCAR, Arizona Republican Jon Kyl, says replacing the old confusing system will make racing more fair and exciting, since winning becomes paramount over the strategy of leading during laps, favored by drivers like five-time champion Jimmie Johnson. “There are going to be some guys that are trying all-out to win, and of course you’ve got the Jimmie Johnsons that will simply finish second or third or fourth every race and win the championship, but that’s OK,” says Kyl, a former volunteer track observer whose cellphone screen shot is a picture of racer Jeff Burton’s No. 31 Chevy.
