Gay and lesbian federal workers could soon get a new taxpayer-funded benefit. Pushed by the Senate and President Obama, the Office of Personnel Management is set to reveal how it will pay $63 million a year for domestic partner bennies. Legislation to implement the plan has been delayed until OPM finds a way to offset that with spending cuts. Director John Berry says he's found an offset but is "hiding it" so other agencies don't grab it before he reveals it. "A larger tiger might take it away," says the former director of the National Zoo.
