A flood of new air traffic controllers may soon be on the way to replace the tsunami of retirements in America's airport towers. Whispers hears that the administration is planning to hire some 1,200 this year and many after that. What's more, formerly disgruntled union members are said to be encouraged by the pro-labor administration and aren't rushing to retire. Still, the situation is dire. According to the Federal Aviation Administration, one fifth of the workforce quit between 2004 and 2008, a higher attrition rate than expected.
