Here's how ditzy some in Congress are: The clerk of the House reports that she has to replace up to 15 lost voting and security cards for elected representatives a day, sometimes day after day. Unlike many workplaces, there's no penalty for losing a card. One unidentified member has, over time, received 25 replacement cards.
