Bin Laden may be many things, but he is certainly no fool when it comes to seeking a safe refuge.
The odds are firmly in favor of him being in Pakistan rather than Afghanistan.
Why? Simple logic. The Nato forces, and in particular the US, can attack anywhere within Afghanistan. They are the de facto rulers.
Pakistan is a different kettle of fish altogether. All Bin Laden has to stay is around 70-80 miles away from the border and no one, not even the US can get to him.
He is too far from the border for any effective attack by US Special Forces alone and too far away from the main routes for the Pakistani forces to attack him. He is still well within friendly territory.
If the US tried attacking that far into Pakistan it would cause international mayhem and instability. Fresh militants would come crawling out of the woodwork to do battle against the “Great Satan” for attacking a Muslim country so blatantly.
Border skirmishes are one thing. Invading another sovereign state is a different ball game entirely.
