Conservation Donors Sing Boxer's Praise

I walk 2 miles every morning to the bus stop for work and I see home owners watering there lawn at 6:10 am in the morning. When I return home those same home owners are watering their lawns around 6:00p.m.
I shake my head.......do they know that the state is trying to conserve water?
