A STEM shortage could create an employment crunch at the Department of Defense

Norman Augustine said the military should consider hiring foreign citizens to work on certain projects and wondered "whether much of the classified work is not being classified at too high of a level."

Adolfie says her department has looked into alternative programs to help ease the crunch, including accelerating citizenship for highly-skilled foreign nationals.

"We're looking at all kinds of ways to draw from this pool of talent," she says.

The government does not want engineers they want managers who understand engineering. 90% (my guestimate) of the engineers hired by DOD become engineering managers (i.e. they don't do engineering). Even if these guys wanted to stay as an engineer they would be transitioned out of it by the time they hit their target working level. The companies do the engineering for the most part there are a few exceptions though.

Shortage means they don't have enough people willing to work for the money they are offering. If they want to resolve a labor shortage, boosting salaries above the going average will bring in a flood of workers.
