Obama's admin (and the venture philanthropists like Eli Broad who have bought Obama's admin WRT education reform) doesn't want NCLB to be reformed. The waiver plan will grant the admin far more power over state education departments than a reformed NCLB ever could -- more power to run them into the ground, as intended.

All hail privatization!
