Use the same methodology they use in Germany. About 5% do not pay into the main system - but they must prove they are covered. The individual is responsible for being insured. They believe a person is responsible for their actions and their bills - novel huh?

The mandate would not be necessary if we had universal healthcare....it would be like car insurance - you cannot drive without it. Based on the nature of healthcare - you cannot live or expect medical treatment without it either.

Car insurance, a drivers license, mortgage insurance, property taxes, all are mandatory. There are no challenges in the court system to overturn these. Why? Because they are not political red meat.

Sad that so many on the right are being distracted by the top 1% into fuming about healthcare - when the top 1% is cleaning them out, farming their jobs overseas, eliminating their rights, and getting filthy rich at the ame time.

Far righters - you have been duped!
