Why aren't the people responsible for torture at Guantanamo being held accountable?

Torture is immoral, illegal and offensive. It also obviously inteferes with normal court proceedings. When people are tortured they tell the torturers what they think they want to hear, fals confessions, accusations against others or whatever.
