Paul: "every subsequent Term of ten Years" means every ten years. DUH!

As I read this, the Constitution does NOT call for a census every 10 years. Rather it states: "The actual Enumeration shall be made within three Years after the first Meeting of the Congress of the United States, and within every subsequent Term of ten Years, in such Manner as they shall by Law direct." And so, it was the first Congress which directed how to determine Enumeration.

I have been in education and teaching for over 50 years. I have never seen such incompetence in my entire life. There is absolutely no way a half way competent report can be formulated under the current process. Two of my neighbors and myself have all received our reports under incorrect addresses. After 20 minutes on the phone trying to talk to someone about this problem, I finally got a person instead of a machine. I still didn't get any satisfaction. According to the newspaper the census goes into effect on April 1. This is March14. There is no way you are going to get my results in time./
