I feel the cigarette tax as a tax base in short sighted. You don't base a health program for children on a tax base that will decrease every year. This was proven in NY State when they went to the well with another tax inc. on cigarettes like they have done a half dozen other times. With the new increase the revenues went down for the first time ever. Basically the base of tax revenue was going down with every increase from this point on. What lesson should we learn from this is: Don't put programs on the back of a unstable tax base. This is what the federal government is doing and will run into the same problem. NY state already has health care for children (free) now that the fed's will be providing med. care across the board will

NY State drop their program and give the money back to the people with Tax decreases. Why dosen't the public ask about this money. In closing i feel if you are going to have a tax increase to support children health care they should go after Coffee. Coffee is a broad base addictive product. A broad base product is the best way to go where most everyone bites the bullet. Coffee is addictive, causes high blood pressure, creates havac with the digestive system. Coffee fits the sin tax criteria mentioned above. When we start talking about Fat Tax,

Water bottle tax i feel the coffee tax is well overdue. PS: Who is the idiot who came up with the word Sin Tax. I guess i better send my wife to church to hear her confession.

Stop this "smokers" tax. Why do smokers ONLY have to pay for someone elses kids? What does smoking have to do with kids health care,(whose parents can't afford to have kids),it's small sector picking.Soon they will come for something that non smokers use. Why don't they give out birth control and Chantrix and stop giving out Viagra? Smoking is legal and very relaxing,we know like fatty foods etc,it's not healthy, but its better than booze or drugs. Why don't they tax the heck out of booze and expensive cars to pay for all the government needs? Our new president smokes, and I'm glad he does. I hope he reads this and change change this tax. No smoking on airlines, none in most restraunts, might as well stay home, at least for now till they come in our homes. A lot of tax has been lost due to people staying home and not spending money. That compounded with less workers (waiters)needed etc.,If we all somehow quit, where will these taxes as a whole come from? Get smoking on some airline flights, let the business owners decide, not the government. Take the cigarette tax off and put a across tax on everything so all Americans will pay.Better yet, reduce the states and govn't fat.Taxing individual sectors is not right.

SCHIP funds poor children, not so poor children, and pretty well off children, and whole bunch of people who are not children and have not been children for a long time!

I guess we should not argue about semantics.

So far Senator Hagan has proven to be a bobble head that Reid walks by and taps a yes or no however he so desires.

As said well, the smokers small amout will pay for a large part of the funding. Now they want to ban smoking outdoors. They forget so soon what they just voted on for smokers to fund and then they don't want people to smoke.
